What law in the book gave Akili the authority to authorized him taken $$$ from the treasury to pay this 200K? Let me tell you none. Prove me wrong and I’ll apologize.
Let me introduce why there are too many financial woes occurred in the government spending, like this one we discuss.
First, the annual budget process from creating to approving is flawed. That is why, I advocated the head of the departments must be a permanent civil servant NOT an elected official (Ministers). There are advantages to this permanent position as a civil servant. To list a few, formulating the department annual budget, historical experiences, forcing of policies and standard operating procedures, leadership continuity and awareness of international regulations that affecting projects from IMF, ADB or WTO.
The Legislative Assembly minus the Cabinet fail their financial oversight role as defined under the Rules of the House.
The Privilege and Private Account Committees fail in their oversight responsibilities to hold the government employees accountable.
By improving these steps, it will enhances the financial management of the country’s spending.
