Orientation Workshop on National Monitoring and Evaluation System for JNAP2 Featured
27 February, 2020. The Department of Climate Change under the Ministry of Meteorology, Energy, Information, Disaster Risk Management, Environment, Climate Change and Communications (MEIDECC) hosted a one-day workshop funded by the Green Climate Fund- Readiness Program (GCF) for participants from line ministries at Fanga ‘o Pilolevu Free Wesleyan Church Hall, 26th February 2020.
The workshop was opened by the CEO for MEIDECC, Mr. Paula Ma’u and opening prayer conducted by Rev. Tevita Tapueluelu to commence the day.
The workshop’s main objective was to raise awareness on the Monitoring and Evaluation System for Tonga`s second Joint National Action Plan on Climate change adaptation and disaster risk management (JNAP2) and its Standard Operating Procedures with line ministries.
The National M&E System for JNAP2 was launched in 2019.
The system was developed through the collective efforts of 20 technical government staff from key line ministries and non-government organizations in a Climate Resilience Monitoring and Evaluation Post-graduate course facilitated by the University of the South Pacific.
The cohort of this course also make up the M&E working group and are the focal points for Tonga JNAP 2 M&E System.
This system is a first of its kind in the Pacific region and will most likely be a prototype that neighboring countries can follow for their own national actions plans on climate change.
“Through this system, Tonga and our development partners will be better able to measure accountability, make more informed decisions and learn more from the future resilience projects to come” said Mr. Paula Ma’u, CEO for MEIDECC.
Participants were informed on the concepts, structure and function of the JNAP 2 M&E System and Standard Operating Procedures (SOP) and how it is linked to climate and disaster resilient development decision-making and resource allocation.
With the support from National Planning, participants were more informed on Process-based Resilience Indicators (PRI) and the reporting of it as set out in the Standard of Procedures (SOP).
Recommendations were also shared by participants on appropriate means of raising awareness of the process and outcomes of the JNAP 2 M&E System to the public and communities.
The workshop was facilitated by the JNAP Secretariat and assisted by Planners from Tonga`s National Planning Department.
Participants of the workshop comprised of Planners from MEIDECC, Lands and Survey, Fisheries, Health, Infrastructure, Tourism and JNAP 2 M&E working group/focal points from line ministries.
