11 September, 2017. The Pacific Games Council has executed the host agreement for the 2019 Pacific Games with the Pacific Games Association of Samoa or SASNOC and the government of Samoa.

The Council President Vidhya Lakhan joined SASNOC President Patrick Fepuleai and Samoa's Prime Minister, Tuilaepa Sailele Malielegaoi, in signing the games host agreement at the government building complex in Apia.

Tonga was to host the games until July, but their government suddenly pulled out saying could not afford to host them.

It had been a two-horse race between Samoa and Guam for hosting rights, but a budget agreement between Guam's governor and legislature could not be met in time.
